• setup wizard IA and behavior
• advanced stage and routing editor
• simulation and validation panel
• create/edit parity

Out of Scope

• visual redesign
• participant-facing workflows

Exit Criteria

1. Full required setup possible from create flow.
2. No hidden edit-only required fields.
3. Validation and simulation guardrails implemented.
4. Phase gates complete.
