Fix round-specific document uploads (submittedAt no longer blocks uploads),
add view/download buttons for existing files, enforce active-round-only for
uploads/deletes. Harden auth layout and set-password page. Filter applicant
portal rounds by award track membership.

- Auth layout verifies user exists in DB before redirecting to dashboard,
breaking infinite loop for deleted accounts with stale sessions
- Jury/Mentor layouts handle null user (deleted) by redirecting to login
- Filtering stats cards and result list now use effective outcome
(finalOutcome ?? outcome) instead of raw AI outcome
- Award eligibility evaluation includes admin-overridden PASSED projects
- Award shortlist reasoning column shows full text instead of truncating

The auth layout was redirecting logged-in users to their dashboard even
when they still needed to set their password. This caused a redirect
loop: auth layout redirects to /jury, middleware redirects back to
/set-password, repeat until crash.
Now the auth layout checks mustSetPassword before redirecting, allowing
users to complete the password setup flow.
